A QR code cannot store a PDF — the format holds a few kilobytes of text at most. What works is hosting the file at a stable URL and encoding that link, so the scan opens the document in the phone's browser. With a dynamic code you can replace the PDF later and the printed code keeps working.

Where to host the file
Any location that serves the file over https with a permanent URL: your own site, a documentation folder, cloud storage with a public link. Prefer a path you control (yourdomain.com/docs/manual.pdf) over a share link that expires or requires sign-in — a login wall is the most common reason a document QR code fails in the field.
Make the PDF usable on a phone
Most document codes are scanned on a small screen. Keep the file under a few megabytes so it opens on mobile data, use a single-column layout or a mobile-friendly HTML version for long manuals, and give the file a descriptive name — it becomes the tab title after the scan. For documents that change with each revision, always print a dynamic code.
